MOORE — US Airways co-pilot Jeff Skiles, who was on board the Miracle on the Hudson flight in New York earlier this year, said Thursday differences in pilot qualifications and airline safety management programs among commuter airlines and larger carriers lead to two levels of safety for the flying public.
